I think the question you need to ask yourself is what would be the easiest for any idiot to get in there and update if the only resource they could use was me explaining things to them over the phone. I've used both those tools, Coda I LOVED for being able to edit and manage a site on my own and Rapidweaver was good for prebuilt WYSIWYG type of stuff. I would not mess with iWeb at all if you go that route. Sure, I could have him create a separate wordpress blog, but to do it right and they way I think would be best I'm going to have to do a wordpress site where what the user initially hits is the main page with the blog portions of it being secondary. The site would consist of maybe 3 pages of relatively dynamic content (modified 4-5 times a year), and another 5-6 "policy" pages that only change once a year at MOST (a couple haven't changed since the site went up 5-6 years ago).
